What are your thoughts on suboxone treatment for a 20 something functional addict (lortab/percocet/cannabis)?

The short answer is no. Alcoholism is defined by more than just one event. Broadly defined, Alcoholism is continued drinking despite recurrent consequences. Meaning, if Hines had gotten this DUI, and then went on to get another DUI next month, had trouble in the NFL because of his drinking and had marital problems because of his drinking--and despite ALL of that, continued drinking...then he would qualify for Alcoholism. At this point, with the information we have, it seems Hines Ward made a common mistake--he didn't feel drunk, but his breathalyzer was above the legal limit. The take home lesson that we can all learn from Hines: don't drive even if you've only had 2 drinks. It may be more trouble than it's worth.
